[WIP] Fix URI query escaping issue in parameters

• Create a rebased version of dont-encode-query on top of latest dev
• Resolve merge conflicts in test files (UrlBuilderTests.cs)
• Resolve merge conflicts in source files (RestRequest.cs, UriExtensions.cs)
• Resolve merge conflicts in test files (RestRequestTests.cs)
• Update dont-encode-query branch to point to rebased commits
• Fix duplicate test methods issue with partial classes
• Verify the changes work correctly by running tests
• Complete security and code review
