#23 does not update the version string in
version.hnorCMakeLists.txt, the issue seems to be that the action fetches the config file only if no config is provided (see https://github.com/googleapis/release-please-action/blob/16a9c90856f42705d54a6fda1823352bdc62cf38/src/index.ts#L117)
