feat(plugin-typescript): support multiple tsconfigs

Closes #1217

• Add support for multiple tsconfig paths in the TypeScript plugin
• Add tsconfigFromAllNxProjects helper to auto-discover tsconfigs in Nx workspaces
• Use the Nx helper in the Code PushUp preset
• Update README documentation
