What

Added concurrency control to cancel stale e2e cache runs
Added job-level timeouts to prevent long-running matrix jobs

Why

E2E cache workflows are expensive and frequently re-triggered on PR updates
Cancelling redundant runs reduces CI load and feedback time
Timeouts improve reliability, especially on Windows and macOS runners
