Fix #14062: Add New Year Countdown script

Describe your change:

This PR adds a simple Python script that counts down from 10 to 1 and prints a Happy New Year message with emojis. It demonstrates a basic use of loops and time.sleep for delays. The countdown is wrapped in a function with type hints and includes a doctest template.
