Implement retry logic with exponential backoff, fallback for Gemini, and timeout handling for DSPy inference to improve robustness.
This PR addresses transient errors, rate limits (429s), service unavailability, and long-running "thinking mode" operations by adding configurable retry, timeout, and fallback mechanisms to DSPy inference calls.
