Add update command and version check notification to CLI

• Added packaging dependency to pyproject.toml.
• Created src/utils/version.py to handle version checking logic with caching (24h TTL) and update execution.
• Modified src/cli/main.py to add update command and check for updates on startup (cached).
• Added src/utils/__init__.py.
• Added tests in tests/test_version.py and tests/test_cli.py.
• Updated pyproject.toml vulture configuration to ignore tests and Typer command decorators.
• Fixed ty static analysis issues in common/global_config.py and tests/healthcheck/test_pydantic_type_coercion.py.
